Tunanetra Malang: Pembinaan Sosial Selama dan Setelah COVID-19

Abstract
The outbreak of the COVID-19 pandemic has affected all levels of society, including individuals with disabilities. This study aims to examine the social rehabilitation services and living conditions of visually impaired individuals at the Bina Netra Social Rehabilitation Center (RSBN) in Malang during and after the COVID-19 pandemic. The respondents consisted of 30 visually impaired individuals, 10 RSBN staff members, and 10 local community figures. This research employs a mixed method. The central question addressed in this study is: What were the conditions experienced by visually impaired individuals at RSBN during and after the COVID-19 pandemic? The findings indicate that the services and social conditions provided at RSBN Malang were highly supportive, particularly in the areas of health, fulfillment of personal rights, and income generation. Visually impaired individuals were actively included in various aspects of social life, were able to meet their daily needs, and benefited greatly from the social support of both family and community. During the COVID-19 outbreak, the Directorate General of Social Rehabilitation issued a policy to temporarily return visually impaired residents to their families due to overcrowding at the center and the difficulty in maintaining social distancing. After six months of family reintegration, residents were allowed to return to the center. At RSBN, residents were provided with vocational skills, such as massage therapy, which enabled them to earn an income and interact meaningfully with the surrounding community. In conclusion, the study finds that visually impaired individuals at RSBN successfully adapted to the challenges of the COVID-19 pandemic and complied with all health protocols mandated by the government. The combination of institutional services and strong family and community support was crucial in ensuring their well-being and social participation.
